The Speak Out project will operate in North Somerset, which includes areas of high social deprivation such as Weston-super-Mare.
To promote the service, the children's charity has produced 500 postcards showing images of young people and details of how to contact the service, which is open to all ages up to 21 years. Funding has come from North Somerset Council and will last for three years.
As part of its work, Barnardo's will also encourage local public bodies to consult with young people. "We will support or represent young people to help them transform their lives and fulfil their potential," said Sonya Chowdhury, Barnardo's South West's assistant director.
