But Dan Wood, chair of the British Youth Council, said the Government had missed an opportunity to send a key message to young people in the run-up to a general election.
"We are disappointed that it hasn't moved forward more quickly," he said. "We have waited a long time for this."
Asylum seekers to be covered by bill Young asylum seekers are covered by the children bill, immigration minister Des Browne said at the Labour conference.
"All children bill legislation applies to asylum seekers," he told Young People Now. "There's a balance to be struck between immigration law and the priority of decisions relating to the best interests of individual children."
