The Prime Minister plans to introduce a constitutional reform bill this autumn that will make the House of Lords at least 80 per cent elected.
But despite reiterating his support for lowering the voting age in an interview with free newspaper Metro this week, the issue was not mentioned as part of his formal announcement of the planned bill.
A Votes at 16 Coalition spokesman said: "These plans for constitutional reform present the perfect opportunity to bring in changes to the voting age ahead of the general election.
"It is all very well saying he wants to lower the voting age but it is not the same as actually doing something about it, why wait?"
Votes at 16 expects that the Labour Party will instead make voting at 16 a manifesto pledge for next year's general election campaign.
The party's National Policy Forum has voted in favour of the move and a vote on whether to ratify the policy is expected at Labour's party conference this autumn.
