Remember those interminable arguments about what "participation" actually means? Everyone agreed it was good to get young people involved in decision-making. But it had to be genuine and not tokenistic.
Happy days. Now the word is so devalued it means no more than "taking part". A government press release announcing a 9m sports action package quotes a development manager. She's convinced that as well as doing good things for young people's co-ordination and social skills, sports activities also improve their level of participation.
