The youth pledge was put together by The National Youth Agency (NYA).
It's a set of national minimum standards that The NYA wants to see interpreted locally to help young people understand what they can expect from their youth service. It's sort of a Connexions youth charter, but for youth work.
But unlike the Connexions youth charter, producing a youth pledge wasn't compulsory. So it ended up on the "when we get time" pile. Just when it looked like this one might not come to much, the Government used Resourcing Excellent Youth Services to announce that it would like local authorities to draw up their own pledge.
