But, last month, it turned out that the underlying theme has been "just say dunno".
Not that this involves illegal or misused drugs - we're talking about prescription drugs. The long-held secret exposed by the press was that, bluntly, when it comes to medication for children, no-one knows much about their effects or how safe they are.
Health minister Lord Warner said there was a "curious absence" of information about the adverse reactions of children to adult drugs, reported The Guardian.
"There is a bit of 'by guess and by God' as doctors modify the adult dosage. They may overreact, go the other way, and produce a dosage so weak it is useless," said The Guardian.
