His case is well made. But it is worth noting that the same week MiriamRosen, Ofsted's director of education, told reporters how a quarter ofcouncils were failing vulnerable children. She pointed to poorprovision, particularly for those with mental health needs. "There arelong waiting lists for mental health services: children are not gettingaccess to support when they need it."
