The award for best film in the over-13s category was won by Bristol's Knowle West Media Centre for Gearhead, a 10-minute drama depicting a day in the life of a young delinquent.
The award was presented to writer and director Matt Kirk, 17, by Sir Alan Parker, chair of the UK Film Council.
Parker described Gearhead as "a haunting film, imaginative, edgy, strongly directed and grimly clear". Judges included actors Kenneth Branagh and Ray Winstone.
All the shortlisted films were produced by young people aged between seven and 18 with grants from the UK Film Council's First Light project.
Since First Light's launch in 2001, around 6,500 young people have written, acted in, filmed and produced more than 400 films about the issues that affect their lives.
