The majority of the projects will be run by local authorities, though about a third will be run by the children's charity NCH.
The projects are based on a scheme developed by NCH called the Dundee Families Project, which has already been replicated in 10 other areas across the country.
Louise Casey, the Government's Respect co-ordinator, said: "Before families are helped, children are not in school on a regular basis and this is often a fast-track ticket to a young offender institution."
