The plan acknowledged that these families are not easy to deal with, but praised the work of children's charity NCH's Dundee Families Project, and others that have followed its model, which helps families who have been evicted as a result of poor behaviour or are on the verge of eviction.
Many of these families experience a range of difficulties, from money problems to medical conditions, that often account for their behaviour.
The projects provide outreach services to the families in their homes, as well as temporary and longer-term accommodation with support.
Eight similar services exist, most of which involve NCH. Some offer all types of provision; others just have outreach services, which are cheaper to run and can be less controversial. But they all deal with problems the whole family faces and help tackle the difficulties some of the younger members can encounter, such as truancy.
