Analysis: Practice - Youth Services - Services bounce back frominspection failure

There may be low morale this month among youth workers and managers in Reading, Swindon and Bedfordshire, whose services have all been branded inadequate or unsatisfactory by Ofsted inspectors (YPN, 18-24 May, p4).

But they can take heart from the experiences of colleagues in Merton, Cambridgeshire and Halton, which were labelled inadequate, unsatisfactory or poor following inspections last year, but which have subsequently started to turn themselves around.

The reinspection of Cambridgeshire and Halton in February this year brought verdicts of reasonable and limited progress respectively, although Merton is still waiting to be reinspected.

Changing times

A common factor shared by all the criticised services is that they were visited by Ofsted while undergoing major restructuring. The managers of all three view the inspection experience as the foundation for long-term improvement.
