Analysis: Policy - Information sharing. A high price to pay for a database

Government IT projects are often shrouded in secrecy, usually because no-one knows what is going on. But details are slowly emerging about the information-sharing element of the Children Act 2004. Youth minister Margaret Hodge recently made it clear that the Government is determined to press ahead with the creation of a database containing information on every person under the age of 18 in England, despite reservations expressed by information commissioner Richard Thomas (YPN, 16-22 February, p6).

Thomas recently told the Education and Skills Select Committee that he continued to have "serious concerns" about the latest proposals coming from the Department for Education and Skills.
