A partnership with the Association of Chief Police Officers and the Police Standards Unit will work with local authorities to target underage binge drinkers causing trouble in cities.
Lee Lixenberg, spokesperson for Alcohol Concern, said: "The Government says it is a minority of people causing problems in city centres, but six million people with alcohol problems is a massive amount."
