Provisional figures for March this year show 569 young people were heldon remand out of a secure estate population of 2,209, just over aquarter of the total.
That figure represents the highest level in three years. A recent lowwas in September 2007 when the proportion stood at 19.3 per cent (598remands out of a total population of 3,095).
John Fassenfelt, deputy chair of the Magistrates' Association, saidattempts to address the issue are under way with the association alreadyhaving met with the Youth Justice Board (YJB) regarding the matter.
"It is difficult to say what the reasons are and we have asked the YJBto look at it in more depth," he said.
