What every school needs is a "critical friend". School improvement partners were intended to provide this but their role was distorted so badly that some began to resemble an Ofsted inspector, which was never the purpose.
Even at the outset, there was a central flaw in using serving heads as school improvement partners who were under an awful lot of pressure themselves, and lacked the all-round knowledge needed to identify a school's problems.
An outsider cannot be the answer to all problems but should provide a non-threatening professional dialogue about improvement.
