The research shows that many young people are ill-prepared for the independence associated with adulthood. A quarter said they did not feel fully independent and just eight per cent felt they could cope with adult life without any support from their parents or carers.
In its report based on the findings, called Ready or Not, the charity says that government policy needs to better reflect the different speeds at which children reach adulthood.
The charity wants to see "artificial" cut off points around age scrapped, particularly for young people in care. Better co-ordination is also needed for transition to adult services to ensure they properly support young people at this difficult time, the charity adds.
