
The Transition to Adulthood Alliance (T2A), which includes Catch22, the Howard League for Penal Reform, Nacro, and the Prince’s Trust, has claimed that the Ministry of Justice (MoJ) proposals are based on “anecdotal evidence” and “assumption”.
Under the proposals, YOIs for 18- to 20-year-olds would be scrapped, with any young person who is sentenced to custody, or who transfers from the under-18 secure estate, being sent to an adult jail instead.
The decision on which prison young people are sent to will be made based on three factors – the length of their sentence, their rehabilitation needs and where they come from, with all young people spending at least some of their sentence in a resettlement prison prior to release.
