YJB Convention: Magistrates to blame for youth custody figures says charity chief

A row broke out at the Youth Justice Board's (YJB) annual convention over magistrates' responsibility for the high number of young people in custody.

Angry magistrates hit back at suggestions from Joyce Moseley, chief executive of youth organisation, Catch22 (formerly Rainer Crime Concern), that magistrates may drive more young people into custody.

Moseley said that the danger of improving education in custody was that magistrates may be more tempted to send young people there.

She said: "At the beginning of the detention and training orders the YJB said they would improve education in the secure estate and magistrates thought ‘great, send more young people there because we know they're not getting education in the community'."

But magistrate Janet Turner refuted the claims. She said: "We have been hearing how magistrates keep sending young people to prison as a first option. I can assure you we're not. I have seen colleagues agonise over whether to send young people to custody, especially for the first time."
