Laws planned for the coming year include placing a duty on all publicbodies to "demonstrate their commitment" to tackling child poverty, anda "substantial restructuring" of the statementing system in specialeducation.

Both laws will be drafted using new powers that were contained in theGovernment of Wales Act 2006.

He said: "Our object must surely be not to create more law, but betterlaw for Wales."

Anne Crowley, senior policy advisor at Save the Children, said: "We'repleased that some of the first pieces of legislation after the electionare focused on children, particularly child poverty.
