Hobby also urged Gove to be upfront with school leaders about cuts to support services.
"We don’t want cuts that are drip fed or disguised," he said. "It may be hard politically, but we want the bad news straight up front, so that we can plan properly and be straight with our staff in turn.
"Unlike the private sector, we have the chance to choose when our ‘recovery’ begins by addressing problems early. Treat the profession with respect and it will rise to the occasion."
Referring to proposed cuts to quangos, Hobby told Gove not to assume that simply "eliminating agencies" would improve efficiency in the education system.
