The Sunday Times reported that Balls heads up a strategy committee within number 10, designed to fight off political competition inside and outside the Labour party.
Balls used spin-doctor Damian McBride to damage political opponents in his bid to rise up Labour's ranks, the paper claimed.
But John Chowcat told CYP Now that Balls is completely focused on his job leading the Department for Children, Schools and Families.
"If he's up to anything else it's not affecting his work as Children's Secretary," he said.
Chowcat described Balls as "dynamic", and claimed his commitment to the Children's Plan proves his dedication to children and young people.
