Last month CYP Now reported that a number of YOTs were stalling on using the new Youth Justice Management Information System amid fears it risks identifying children.
The system is being introduced to streamline the way YOTs and the secure estate provide data and to allow better analysis, replacing a system called Themis.
However, campaigners argue it collects far more data than the old system, including postcode and date of birth details, leading to the possible identification of children.
A Youth Justice Board spokeswoman said 20 out of 157 YOTs have yet to sign and return the necessary Information Sharing Protocol (ISP) allowing them to adopt the system.
"Of these 20, half are seeking clarification and potential alterations for their local needs, which we are actively working on," she said.
"The reminder are in progress and we expect all outstanding ISPs by the end of July."
