Of the 156 young people who took part last summer 108 completed the six-week course.
The Youth Justice Board and Arts Council England fund the Summer Arts Colleges programme. The scheme has been running for two years, and was held in 17 locations last summer.
Young people on Intensive Supervision and Surveillance Programmes or Detention and Training Orders were chosen to take part, and worked towards a Bronze Arts Award.
Of the 108 who completed the course 101 got the award, as well as a further nine who did not take part in all sections of the course.
Graham Robb, the interim chair of the Youth Justice Board, said: "We will be working closely with the Arts Council over the coming year to see how we can further exploit the potential of this approach."
