Labour councillors were leaked information regarding plans by the Liberal Democrat-run council to change the fee structure of eight children's centre nurseries.
The report, Review of Early Years Provision, reveals recommendations to base maintained nursery fees on private sector provision, where parents are charged more depending on the age of the child.
Previously, the fee structure in council-run nurseries made it easier for parents who were on a low income, benefits or in training.
Labour spokesperson for children, Leigh Bramall, said: "I find the Lib Dems' plans for childcare in this city extremely worrying.
"A hike in prices means many parents risk being priced out of the market for their childcare, and this isn't fair. This is especially worrying given the current financial difficulties that many local families are faced with."
Andrew Sangar, Liberal Democrat cabinet member for children's services and lifelong learning, refuted the charge.
He said: "Unfortunately, this is yet another example of local Labour councillors scaremongering.
"While they are correct to point out that a review process is going on at the request of community nurseries, to suggest that this will lead to families being priced out of childcare is simply wrong."
