Scottish Child Protection Plans Scuppered

Draft laws to improve child protection in Scotland ran into trouble last month when MSPs rejected a key section of the proposals. The Scottish Parliament's Education Committee said information sharing plans within the Protection of Vulnerable Groups (Scotland) Bill should be abandoned until more consultation on them had taken place.

The committee said that while "appropriate information sharing" was in children's best interests, the workload the Bill's proposals could cause meant further consultation was needed. MSPs on the committee also said the Scottish Parliament should not let the Bill progress further until the Scottish Executive has published the draft guidance and sub-ordinate legislation connected to the Bill.

Liberal Democrat MSP Iain Smith, the committee's convener, said: "The committee is concerned at the rapid growth of a culture that is increasingly characterised by the desire to eliminate all risk and the negative effect this may have on children. No piece of legislation can eliminate risk and we need to have a debate about how to balance the need to protect children and the need to ensure their welfare."
