The current guidance is aimed at social workers, police and NHS staff but has not been updated since 1998.
Proposed revisions include ensuring that unborn babies with a child protection plan are placed on the child protection register.
National timescales for holding and following up child protection case conferences could also be added. Under the proposed changes initial case conferences should take place within 21 days from a concern being raised.
Other revisions cover issues such as online safety, child trafficking and substance misuse, which have become more prevalent over the past decade.
The revised guidance also has a greater focus on the importance of information sharing across organisations.
Detective Superintendent Lesley Boal, the Association of Chief Police Officers in Scotland child protection working group lead, said: "Safeguarding and promoting the welfare of children depends upon effective joined up working between agencies and professionals who have different roles and expertise."
The consultation on the changes closes on 17 September.
