The new body will be called the Scottish Children's Hearings Tribunal and will be responsible for recruitment, training and supporting the 32 local children's panels that make up the children's hearings system.
Children's minister Adam Ingram said: "Maintaining panels made up of local people, drawn from the community and best placed to make decisions and appreciate circumstances, is at the centre of these reforms but we are also reducing bureaucracy and improving delivery to help vulnerable young people."
The children's hearing system deals with youth justice and social care cases and has a strong focus on welfare.
