The agency will absorb the Scottish Children's Reporter Administration (SCRA), and have the job of co-ordinating the work of children's hearings across the country.
A spokesman for the Scottish Government said ministers hoped the agency would reduce the cost of the system, help improve its focus and enhance support and training for children's hearings professionals.
The Scottish Government is now working on detailed plans for the new agency with local authority umbrella body Cosla and organisations such as the SCRA.
