Blaming a lack of parliamentary time, the Scottish Executive put plansto reform the system on the backburner.
The executive hopes the delay will give it time to get new lawsrequiring public agencies to share information about vulnerable childrenthrough the Scottish Parliament before next year's elections.
Education minister Peter Peacock said that the delay would give theexecutive more time to get the right reforms. "It's vital that we getthis right," he said.
Draft legislation on changing the system was due this month, but willnow be held back until "later in the year". The executive's Protectionof Vulnerable Groups Bill, which is based on the findings from theBichard Inquiry, will be put before the Scottish Parliament inSeptember.
