"The review is asking fundamental questions about Children's Hearings," said Peacock. "The nature of the system is very child-focused, but equally we know that parents' behaviour is important for young people. So we need to ask whether panels should be able to influence their behaviour as well."
The evaluation will ask the people of Scotland their views on the 30-year-old system, which deals with young offenders and young people in need of care. The outcomes will be used by the Scottish Executive to develop proposals for reforming the system.
Peacock told YPN the core principles of the system would not be undermined by the review or subsequent proposals.
