Wilson, an MP since 2005 with a parliamentary majority of 7,500, becomes the fifth minister to hold the youth portfolio since the Coalition government came to power in 2010.
As well as youth services, Wilson will be responsible for the Big Society agenda, National Citizen Service, social action, charities, social enterprise and social investment.
Wilson’s parliamentary record of interests include issues concerning children, schools and families, health, universities and skills and innovation. He is described as an entrepreneur who has developed small businesses in the Reading area.
Since 2013, he has been private secretary to Chancellor of the Exchequer George Osborne.
Wilson was previously a member of the innovation, universities, science and skills select committee and also served on the education and skills select committee.
The Reading University graduate also voted against spending public money to create guaranteed jobs for young people who have spent a long time unemployed.
He takes over from Newmark, who was only appointed to the Cabinet Office post in July’s ministerial reshuffle, but who resigned on Saturday "having been notified of a story to be published in a Sunday newspaper".
