Pace of progress 'too slow' at 'inadequate' council

The pace of change at an "inadequate"-rated children's services department is too slow, an Ofsted inspection has found.

Inspectors that undertook a quarterly monitoring visit of Croydon Council last month found that management oversight of social work practice is too variable, care plans are not being progressed in a timely way, and too many children are not having their needs met.

Croydon's children's services were rated inadequate last September after Ofsted found "weak managerial oversight at all levels". The highly critical report prompted the departure of a number of senior managers in the department, including Barbara Peacock, executive director of people, in May.

In January, the Department for Education assigned Camden Council to provide "intensive support" to Croydon, and in May Eleni Ioannides was appointed as interim executive director of children, families and education.
