Youth clubs, integrated youth support and children's centres were listed among the first potential pilot projects.
Child protection had also been identified as one of a number of areas that could be run by private firms, social enterprises or charities.
However, local opposition to the plans and the election of a new Conservative group leader have put the future of the project in doubt.
Mark Bee, who will take over as council leader later this month after being elected to head Suffolk’s Conservative group, said he wanted an opportunity to "review everything".
"We are not going to change things by revolution [but] by taking communities with us," Bee told The Guardian.
