The unannounced inspection found the council's arrangements for responding to anonymous referrals did not ensure all child protection concerns were assessed by a qualified social worker. It also said the Common Assessment Framework was insufficiently used to provide early support for children and families and the rate of re-referrals was too high.
But it praised the local safeguarding children board's effective responses to serious case reviews and said staff were well supported by managers, and that the views of parents and children were actively encouraged.
Kath Tunstall, strategic director of services to children and young people, said: "Detailed work is already being done to address the areas identified for action or development and we have written to Ofsted with an action plan on how we are following this up."
