The council's use of the common assessment framework and its monitoring and auditing of case data was also praised.
Inspectors said in their report: "This ensures that families receive good-quality support from a range of agencies and has led to a significant reduction in the number of referrals to children’s services for family support and more effective targeting of social care resources."
Among areas where further improvement is needed is the quality of assessments. Inspectors found that in many cases children's views were not recorded. Cultural, religious and language needs of families were also not sufficiently covered in initial assessments.
The London Borough of Redbridge and North East Lincolnshire councils were also subject to an unannounced inspection in October.
