The spot check, which scrutinised the authority's contact, referral and assessment processes, was carried out over two days in August.
Inspectors found that staff are suitably qualified and experienced, feel well supported by managers, and have access to formal and informal supervision.
Record keeping was also deemed to be up-to-date and out-of-hours and emergency duty arrangements were well established.
The watchdog identified no "areas for priority action" at the council, but did point to several areas which need development.
The presence of multi-agency professionals in the first response service was said to aid joint communication, but the report found "the outcome of initial assessments are not consistently being reported back to referrers".
