Angela Sarkis, who took up her post as chief executive of the network last week, will today tell a meeting at the House of Lords that many primary school children need extra support to engage with lessons.
She will say: "The curriculum for primary school children remains out of reach for vulnerable children without effective early intervention. If children's emotional, behavioural or social difficulties are not dealt with early on, they can lead to youth offending, social exclusion, mental health problems and to failure to learn."
She will tell MPs that nurture groups, which offer children with emotional, behavioural or social difficulties extra support at school, must be adopted more widely to combat disruptive behaviour.
