Children's secretary Ed Balls says that it is important that serious case reviews remain confidential but is to make a concession surrounding the death of Baby P.
Those to get access to the report are the Conservative's shadow children's secretary, Michael Gove MP, Liberal Democrat spokesman David Laws MP, chair of the children, schools and families' select committee, Barry Sheerman MP, and Haringey's two local MPs Lynne Featherstone and David Lammy.
Speaking in the House of Commons Balls said he was keen to encourage cross party co-operation on safeguarding issues but was opposed to releasing the serious case review documents to all MPs or the wider public.
A full joint inspectorate report into Haringey's children's services will be made available to the public next month. Balls has pledged to give senior opposition spokesman as well as the two local MPs an advance copy ahead of the publication.
