Between 2018 and 2021 there were 220,210 changes to care placements, the equivalent of 1,059 changes each week, according to analysis of Department for Education looked-after children figures, by a coalition of charities, including NSPCC, National Children’s Bureau and Barnardo’s.

More than six in ten of those being moved have been impacted by abuse and neglect, with this proportion rising across the period looked at.

A full report on the figures, as well as responses from children in care, is to be produced in a forthcoming report by Coram Voice and The Rees Centre at University of Oxford called 10,000 voices: the views of children in care and their well-being.
