Ministers consider young offenders academy

Proposals for a pilot young offenders academy (YOA) in East London have been submitted to ministers.

A report by the Foyer Federation, based on the findings of an expert advisory group, states that an academy would help to prevent re-offending by offering integrated services for young offenders.

Based on a single campus it would include a pupil referral unit, facilities to deliver community sentences as well as a 75-place custodial facility. It would also offer training and employment opportunities.

The report reveals a pilot could be up and running by 2012 should it receive government backing.

Rod Morgan, former chair of the Youth Justice Board and a member of the young offenders academy advisory group, said the proposal merits serious consideration.
