Ministers consider offender academy

The ex-chief inspector of prisons has met with ministers to persuade them to set up a groundbreaking community for young offenders in a bid to cut re-offending rates.

Lord Ramsbotham told CYP Now he was due to take a scoping study for the proposed young offender academy to Children's Secretary Ed Balls and Justice Secretary Jack Straw on Tuesday (11 November).

The academy is the brainchild of a steering group that includes Ramsbotham and ex-Youth Justice Board chair Rod Morgan.

They propose a "campus" in east London with a small young offender institution to prevent young people being sent to custody miles from home and to provide better links with young people's local schools when their sentences finish.

The campus would also have facilities for young offenders who are not in custody, including a pupil referral unit to provide better education.
