Local authority Trading Standards Services carried out 799 test knife purchases in London in October and November, of which 148 resulted in sales.
Of these, 32 per cent were from high street chain stores. McNulty said: "The stores that sold these knives, many of them well-known, must know that we will take strong enforcement action against them where appropriate."
He added he would like to "put the transgressors' names in the public domain" to encourage other stores to comply with the law.
The majority of knives sold to the operation's young volunteers were kitchen knives. However, in one instance a 14-year-old was able to purchase a machete.
