Lib Dem conference: Under-14s should not be prosecuted

Children below the age of 14 should not be prosecuted for crimes, a Liberal Democrat policy group will propose.

The move, which would bring England and Wales into line with Germany but would still be lower than Sweden (15) and Belgium (18), is set to be mooted as a party policy and could be adopted in time for the next general election.

Linda Jack, chair of the Liberal Democrat youth policy working group, told delegates at a fringe reception hosted by the Coalition for Young People it is time for a rethink on when children should be prosecuted.

"I think we have to stop being governed by the Daily Mail view of people and life in general or we are never going to see any change and condemn young people to a hopeless future," she said.
