At a meeting hosted by 4Children and Centrepoint, Brooke voiced fears that the Lib Dem youth policy paper Free to be Young presented at the party conference in March, had not been picked up by the coalition agreement.
She said: "We all had such high expectations, but perhaps there are messages for me to take back about what can we do to actually support the amazing work that is going on.
"The concern for me now is young people are falling through the gaps as things are taken away."
Brooke also warned of the uncertainty over the future provision of family support, as a result of the government's shift of emphasis onto education and mounting pressures facing young people as a result of cuts to housing benefit.
