The Inspectorate of Probation found the Welsh YOT was not delivering the minimum requirements in nearly all areas.
In the inspection report it states: "Our overall assessment of the performance of the YOT was that in nearly all areas it was not delivering minimum requirements and there were many important shortcomings.
"As a consequence, the YOT will be subject to a re-inspection approximately 12 months after publication of this report."
A spokesman for Pembrokeshire Council said that all the agencies involved in the YOT accepted the findings of the report and are contributing to the production of an action plan aimed at identifying and addressing the issues.
