Halton Borough Council in Cheshire has managed to dramatically slash the number of young people in its care that have three or more placements in a year.
Christine Taylor, divisional manager for looked-after children at Halton Borough Council, says the key to its success is sustained attention to the issue.
The work started by reassessing the foster carers the council used to ensure they were meeting the standards needed.
Taylor says some carers just needed to be helped with updates on what was expected, while others had to be given more support.
