Liberal Democrat councillors put forward a motion at a full council meeting last week calling for an overview and scrutiny committee to be set up in the wake of the Baby P case and the borough's critical joint area review published last December.
But the leading party's councillors unanimously voted against the proposal.
Liberal democrat Gail Engert, who proposed the scrutiny committee, said: "I wanted to propose a scrutiny and overview committee because other authorities in the country that have one are among the best for child protection."
She said it was a "great pity" her proposals were not accepted: "I was trying to offer something constructive to Haringey so we can get our children's services to the state we want them. It would be a chance for more specialist members and outside specialists to scrutinise the child protection services in public and also allow the public to raise concerns."
