A young offender institution in Suffolk is to close while Feltham Young Offender Institution could be shut and replaced by a new facility under proposals announced today.

As part of the government’s prison modernisation programme, Warren Hill YOI in Suffolk will be decommissioned, with under-18s currently held there moved to Cookham Wood YOI in Kent, which is due to be rebuilt.

Meanwhile, a feasibility study will be conducted into replacing Feltham with a new youth facility and a large new adult prison on adjoining sites in West London.

Just last month Warren Hill was criticised by inspectors over high levels of violence and the use of segregation.

During the six months before the inspection, which took place in March, there had been 137 assaults on young people, 48 assaults on staff and 112 fights between young people.
