
Proposals to replace the troubled west London YOI with a new "youth facility" were announced last September, but the government has now confirmed its intention is for the facility to become a secure college.
It outlined the plans in its response to a consultation on the future of the youth secure estate, which included details for the opening of the first secure college holding up to 320 young offenders in Leicestershire in 2017.
The government response confirms that more secure colleges will be built if the Leicestershire project is a success.
"Pending the pathfinder secure college proving successful, the government's long-term ambition is complete transformation of the youth custodial estate through the introduction of a network of secure colleges across England and Wales," the government response states.
