YJB to focus on needs of young offenders affected by YOI closures

Support for young offenders being moved around the secure estate is to be prioritised, the Youth Justice Board (YJB) has announced.

Due to falling numbers of under-18s in custody, spare capacity in young offender institutions (YOI) is being decommissioned to save money, which will result in a large number of young people being moved to different establishments.

Earlier this month it was announced that Warren Hill YOI in Suffolk is to close while Feltham YOI could be shut and replaced by a new facility.

Previous closures have prompted safeguarding concerns.

In April 2011, "significant incidents" in YOIs, including a riot, were attributed to the decommissioning process. One such incident, at Cookham Wood YOI, resulted in around £10,000 of damage when a number of young offenders were moved to the establishment from units that were closing elsewhere.
